BEDC Electricity PLC (BEDC) hereby writes to update and correct impression on the issues relating to power supply by BEDC to the people of Ondo South which comprises of Okitipupa, Ilaje, Ese-Odo and Irele.

We wish to categorically state that BEDC as a distribution company and service provider is not comfortable watching a large proportion of its customers located in Ondo State and most especially in several locations in Ondo South without power supply for so many years.

The reality however is that in line with the existing methodology of buying and transmitting bulk power from the Transmission Company of Nigeria (TCN) grid such power which is purchased by BEDC is what is distributed to our customers in all areas.

BEDC since 2015 has escalated to the State Government, Ministry of Power and NERC that the issue of power supply to the major part of Ondo South is largely and principally a TCN constraint. As a value chain, the commencement process in taking power to the public is TCN.

When TCN makes bulk power available, distribution companies like BEDC take same and distribute/sell to end users.

However, TCN has not been able to transmit adequate power to BEDC in Ondo State and especially in part of Ondo South due to its technical constraints which has led to the existing problem of none availability of power in these locations.

Below are a few key facts:
Power supply to TCN Ondo Transmission Station is obtained from Ife/Oshogbo 132Kv line operated by TCN. This line which has undersized conductors (cables) continues to be unstable and in recent times, almost on a monthly basis, customers in Ondo town and its environs are periodically out of power for a range of 2-15days due to this unstable line. This has been most destabilizing for BEDC and its customers.

4 LGAs: Okitipupa, Irele, Ese-Odo and Ilaje in the Ondo South are presently without power supply. The only source of TCN power to Ondo South is also from Ondo TCN which is over 150Km away, with network traversing thick vegetation and farmlands.

Ondo TCN has two 30mva Transformers and only 1 of the 30mva transformers is working as at now. This transformer currently supplies Ondo Town, Ore, Oke-Igbo, Ile-Oluji, Odigbo and its environs.
The other TCN 30mva transformer has a faulty breaker since over 3 years ago. The attempt to transfer all locations into the one working TCN transformer resulted in severe voltage drop to Ondo South axis which caused very poor and none useful power (‘candle light’) and same could not be sustained.

However, NIPP has been working to replace the faulty TCN breaker and by our estimation this is at about 70 per cent completion level.
When this is completed, BEDC will be able to take the transmitted power and distribute same to its customers in some additional parts of Ondo South. It should be noted that this will only serve an additional 25% of the power needs in the area. This is because the estimated total power supply needed is about 47.6 MW and only an additional 11 MW will be available from this TCN source. Hence, there would still be a shortfall of about 36.6MW.

The table below shows that BEDC already has infrastructure capacity through the various distribution injection substations existing on ground as well as the additional one, under construction to distribute more than the total power needed in Ondo South. What is still lacking is adequate bulk sourcing from TCN.

NOTE: 1×30 MVA Power Transformer at Ondo-TCN is feeding 15MW Power to Ondo-Town and 11MW to Okitipupa feeder. Total Power requirement of Ondo-south is 47.6 MW. Hence, there is a shortfall of 36.6 MW of power at Ondo-TCN end.

It should be noted that in January 2019, BEDC and Niger Delta Power Holding Company (NDPHC), using National Independent Power Project (NIPP) collaborated to restore power supply to only Ode-Aye town in Okitipupa and Igbokoda in Ilaje local government area of Ondo South by rehabilitating the distribution network in a phased manner and by-passing major load using centers. This was done to demonstrate to the customers in Ondo South axis that the network was ready to receive and distribute power when TCN makes same available. This achievement was celebrated with the Olu of Igbokoda, Oba Felix Balogun and some residents commending the management and staff of BEDC, NDPHC and NIPP for getting the town reconnected to the national grid.
In order to have a lasting and complete solution to Ondo South electricity need as well as have a lasting solution to Ondo State general power limitations, the permanent solution through TCN is for TCN to complete the proposed 132 /33 KV, 2×60 MVA at Erinje in Okitipupa (a project which was been awarded by NDDC and abandoned) as well as replace the unstable Ife/Oshogbo132kv undersized line.
In addition, BEDC has continued to explore ways of bringing independent power (non TCN) supply to this axis.
BEDC wishes to assure residents in Ondo State and most especially in Ondo South that we are committed to distributing and providing power to the various towns and communities.
Whilst we note and commend the efforts so far from NDPHC, NIPP and the Governor, we also wish to further appeal to Governor Akeredolu to continue to assist to put pressures on TCN and other Federal Government related institutions to provide an enabling environment for us to serve our customers better by:
Accelerating the repair of the faulty breaker;
Replacing the unstable Ife/Oshogbo132kv undersized line;
Re-commencing/completing the proposed 132/33KV, 2×60 MVA at Erinje in Okitipupa which will provide capacity for up to 90megawats of power when completed.
As the last mile in the value chain, BEDC and its customers have continued to suffer for the inadequate delivery from the transmission member of the value chain.
We however will continue to look for solutions to ensure that we fulfil our commitments to serving our customers better and ultimately enable full customer satisfaction.
